I have loaded all other assets & their dependencies and everything seems to be ok in new maps as well as my save games. I have NOT loaded any other mods yet so I can't attest to something else breaking things.
I removed all mods then deleted the AppData folder making sure to backup my saves. I re-verified the integrity of the game. The started a new game and saved it. The game generated a new save folder in AppData, I moved by backup saves back in.
The game works fine now, I reinstalled any mods that didn't include custom assets.
I also had the Stair and Path Asset Pack so I believe this might be the issue to. When looking through the AppData file I noticed that the custom assets were still there despite having unsubscribed from it. I don't have the DLC and the mod file says it requires it so that might be why
C:\Users\AppData\LocalLow\Colossal Order\Cities Skylines II
mods have been reinstalled automatically and it runs and all visible
Just realised that this mod needs the Beach Properties DLC to work. Paradox just erased that DLC... Man they really are on a roll
