How to power water pumps

Okay, I'm sure I'm doing something wrong here.

I can't seem to hook up a water pump to my electric and water grids. By that, I mean that dragging a power line gets me "close" to the pump, but it doesn't actually connect, with that little "chime" that it connected. Likewise, dragging a fresh water line to the water node on the pump seems to not work correctly either, and I don't get that same "connection chime". And when I zoom out or rotate the view, I see that the electric or water line that I dragged somehow overshot the pump and is laying farther down the shore or out in the middle of the river.

Is it possible one of my mods is mucking up my targeting? I have several of them, and I can list them if needed.

Water pumps are connected by roads. So if the road is near the water pump, you'll be automatically connected. Sewage is connected by sewage pipes. They're light brown and connect from the water pump to the sewage outlet. Are you using 'page down' as you need to be at -10 to connect? Also, is your snapping turned on? Sorry if you already know this. Just trying to help.
