Typical PDX and CO censorship method - just delete a history and pretend it never happened.
Edit:
Link to Beach DLC page still works, unlisted but working at the moment

Edit no.2:
I tried to add it here, but Steam is breaking it on purpose, so you cannot click on it.
They have to take it down so people can't continue to buy it whilst they process it as an FLC on top of refunding - everyone that bought it.
Once it's back up, the negative reviews will stay. Except now it's an FLC so sort of pointless.
let me see the link is: https://store.steampowered.com/app/2427740/Cities_Skylines_II__Beach_Properties/
attempt 2 by linking my review instead:
https://steamcommunity.com/id/GenericUrlHeretrue/recommended/2427740/
paste in google --> change (.) to . --> enjoy the reviews and DLC page.
its unlisted like a youtube video, only those with the link can see
They could have simply made it flc then when they processed refunds and removed the content from accounts people could have simply re-DL'd the free version and continued using it. This was done to remove the reviews, and because it will be part of the base game, they will not ever be back.
it still works if you do it correct, just pulled the link up on my phone 👍
