Beachfront properties causing water polution?

Ive got a long stretch of beachfront along the coast (where else?) and theres a mass of water polution that seems to be eminating from them, however when i put the water polution filter on theres no buildings highlighted as the culprit anywhere near..

Anyone else encountered this? if so, have you found a solution?
