You don't need to install the unity framework to use mods, only when you develop own mods. And to develop mods you should know what to do.

Are you sure, mods did not work to me until i installed the unity in the game, didnt need to install anything else and i am ignoring that licence message.
i will go ahead and remove unity if that is not required (although i am tempted do learn unity...).
