One game, I forget which one, because it was literally back in 1995 or so, disallowed achievements because the fictional in-game government authority has discovered that some people were using skill-enhancing techniques and other mental trickery that no pilot should be using...and maybe even using illicit reality-altering substances, so that government authority has decided to not award experience points, medals, or advancement to such individuals.
It was funny how they did it. But yeah, it was a thing, even back then, some 29 years ago!
And just go into the mod manager and disable all the mods. That should return you to vanilla gameplay and vanilla achievements.
Deinstalling the game should disable mods.
The achievment enabler works without disabling the message
