This is exactly what I believe is going to happen. It has already occurred with other publishers and we can all see that CO/PDX is no different.
I could not get any building to reconnect to the road after moving it. Maybe only very small location adjustments work. I just bulldoze and rebuild. I guess mods that improve the game are cheating.

It's on Paradox Mods.
Do you have the move it icon at the bottom right on a new game/map? If not, try removing Skyve (if you have it) that was my solution when I couldn't find the mod in game.
If you do have the mod icon in game, then you need to not be in any other tools at all (networks, districts, etc) for it to work properly.
The only other thing I can think of is the prompt that asked "Do you want to enable Cities Skylines 2 with mods or without? and you had to check a box. Are you certain you checked the with mods box?

No, unfortunately I don't have the icon at the bottom right and I have activated Cities Skyline 2 in Steam with Mods.
I uninstalled GeForce Now, restarted my PC, reinstalled GeForce Now, nothing happened, still doesn't work, no icon, nothing..
