It's almost worth reinstalling this mess to see for myself.
Will the mods load if you don't have any internet?
However, in Game go to Save -> and at the top of the folder list you can choose between "local" and steam cloud. Just choose "local"..
That's all, the game remembers this selection after restarting (at least for me in the past 5 months)
Keep in mind that uploading to the cloud can take quite a while, because the savefiles can become pretty big (more tham 100 MB on larger cities).
In the end it depends on your internet connection. The slower it is, the longer it takes to upload to the cloud.
Example:
Imagine you have a DSL line with 1MBit upload speed (still pretty common in many areas), so in best case you need 800-1000 seconds to upload that savefile in those areas, in worst case more than twice as long....
Also don't interrupt the upload by turning off the computer or by closing steam, this could destroy your savegame.
Under those circumstances saving locally is definitely a wise idea...
