maybe if helps if you delete or rename the whole Cities Skylines II user folder...
It could be some weird settings stored there or due to a bugged mod.
To rule this out:
rename
%APPDATA%\..\LocalLow\Colossal Order\Cities Skylines II
to %APPDATA%\..\LocalLow\Colossal Order\Cities Skylines II.old
and try again.
If the problem still exists, try checking your installed game files with the steam client.

I see errors in event viewer as well.
Sometimes I have an error pop up from the launcher with err code 3221225477
you can also probably copy your savegame beforehand and paste it back in after installation.
No idea to be honest, but try to delete both folders "paradox interactive" and "Colossal Order" in %appdata% after deleting whole Cityskylines folder in steamapps folder, recycle everything from trash and try downloading/installing a game again. Thats what i did and it worked but no idea what could be the exact cause..

I've had to use it. It works pretty well. I'm not an advocate of it, but it does work. And I've got it in my ctrl+v at the moment from other threads.
