How to actvate the mods?

I made the mods list, but every time I start a game or load a saved game the mods don't activate. My playset is active and I don't know what to do, can anyone help me?

Happens a lot. Leave game and start again. Go into Paradox Mods, activate a different playset than one you want. Go back and activate desired one again. Game will tell you mods have changed and you need to start over. Do that. Done.

Reset the load order of the mods in your active playset and restart the game.
This has helped me at a few times.
