How we fix Damage Repair on the building?

i have upgraded building that was half destroyed by disaster....how the hell do i repair that?
i only see an option to delete it...do i have to re do it?

On some there's a rebuild option. You click on the building, click rebuild, then click on the building again. If the option's not there I'm afraid you're out of luck.
