The Unity Engine code is unable to find something that PDX SDK Equality Contract system is trying find through the PDX Mods Service. Likely this is an attempt to synchronize your installation and their database about your installation.
Likely, the system was unable to find a mod it thinks you have, or it is looking for a mod that is not listed in its own database.
This is common in poorly written code as well as in unfinished code. If this error is frequently appearing, this means the code is improperly written and likely alpha- or beta- release code. If you paid for a game or other software throwing this error you were ripped off. If the developer still exists contact them for any further assistance.
Or you clear/remove the mods from .cache inside C:\Users\xxuserxx\AppData\LocalLow\Colossal Order\Cities Skylines II

If you are having this issue, you can go to Paradox mods on a web browser and unsubscribe from the troublesome mod (usually the mod that doesn't load all the way in your main menu) and you should be able to launch normally!
