But city policies doesn't unlock until milestone 4?
But I can't use City Policies (Milestone 4) to import services likes garbage collection at level 1-3? So I *have* to build every single public building available to me? And then try to sell the overshooting capacity?
That makes pretty much zero sense :p

It's very counterintuitive to me. CO rep said they didn't want to force a tiny town to have these services, but not even giving the option means having no services at all, unless you build the full size building and pay the full cost and then later sell services, which IMO doesn't make sense, since that's literally a hundred times worse/more expensive.
