How to spawn disasters or only in DLC?

Stopped playing, so I don't know if there's a way to trigger them from Dev mode.

you can not spawn disasters, you just have to wait for the forest fire or poorly animated tornado to appear.

I swear, the tornado graphics looks like one from SImCIty 3000 and the fire graphics looks like ones from SImCity 2000.... Probably because if they made those realistic looking, it would most likely reduce your house to molten slag due to how much computing power will be needed, It is also my theory why there are minimal to no animations on lots.
