Early access game released as finished product. There are lots of things missing, and even more that flat out don't work.

Someone found the files of animation in the game, but they are not implemented in the current build for some reason.

Probably because it would cause the computer to be reduced to molten slag and everything around it due to how bad the optimisation is right now. I believe that the optcode(s) will be rectified at some point. Unity3d is a very intensive engine in general. I play Rust, which is also on Unity3d and it is extremely intensive, especially since I have a few modifiers that remove the entity limits, so my 32-cores xeon server ends up around 80% usage and with ~200GB of memory being used (~1 million entities present). I will just take this issue with a grain of salt as I have encountered bad games since the 5.25 inch floppy (320KB storage size) era on the 80486DX with windows 3.1.

Not sure why it should melt the PC, so instead of on street and in the cars, they would be in the parks. Plus they can be active, only if you zoom at them. Plus by this logic, homeless in park animations would be also turned off.
As Uncle_Festus mentioned, the animation file are there, but not active. Either the CO did not have time to finish them, or they would be "activated" by some form of "park DLC".

it could be a bug or was done for performance, who really knows.

I actually wouldn't be shocked if we seen a mod that enables the animations into the game.

I would like to see those animations operational as it would make the city look more alive.
