You are clearly asking if a mod will is available to make the rest of the visible outer part of the map accessible.
The answer to that is yes! Algernon is developing it now (as I have heard).
However, the existing outer area has no terrain so we will have to wait until another kind soul designs a working terrain model to make the Algernon tile mod usefull. The fact there is no terrain out there means existing cities will not be expandable (so I am told), and none of the existing maps will be compatible.
And then of course we have the problem with compute power just to display that much area.
I suppose more perimeter tiles will be added gradually like CS1 with 9-25-81 But, it is coming...... eventually.
