Have you also deleted the files in this folder
C:\Users\[Your PCusername] \AppData\LocalLow\Colossal Order\Cities Skylines II\Mods
I've found the following things to be helpful...
When the main menu first opens. Always wait until all of the messages about mods disappear before doing anything.
If I enter the mod manager (in the game) before loading the map. That sometimes fixes the problem.
Exiting the game, then restarting and loading the map fixes the problem almost all of the time.
We shouldn't have to do all of this stuff. But the mod system is still beta. So it is what it is.
