I'll throw my 2c in and say Anarchy and Move It are must haves and should have been in the base game.
Plop the growables is a staple for me. I try to build UK styles housing estates so lots of identical looking houses is absolutely fine and actually preferred so PTG is a no-brainer.

Funny story; the PDX server is getting spammed with &*%$" maps and "test" mods, causing a lot of problems with latency & validation.
On-topic: The Achievement enabler would be a good one, since otherwise you lose Steam achievements when you use the PDX mods.
