Many gamers are moving away from Steam so games are having to reach out to other platforms. I use Steam to redeem my Humble Bundle keys mainly and most of my Steam library is either free games I got from Humble Bundle or games that I bought much cheaper on other sites and just redeemed the key here on Steam.
I only have a few games I actually bought on Steam. Most of the games I buy are on Gamepass simply because as I play games on that platform I earn credits and rewards that I can use to buy more games. I got CS 2 and Starfield for free on Gamepass just using my rewards and credits and I got the ultimate edition of both. Steam offers no rewards like that.
I also get big discounts on Gamepass due to having their Ultimate subscription so every game is already heavily discounted if I want to actually buy it for my library. I also buy a lot on Epic Games store because they also offer big discounts on games and give out free games monthly. Now with games using other platforms for mods that will just draw more away from Steam, most gamers I know already use Nexus over Steam for modding simply because Nexus has a lot more mods and many mods that the authors refuse to put on Steam.
I tried the Paradox mods earlier today and they have some nice features and it is still in beta testing, from what I saw it could easily blow Steam modding away in the future if they expand on what they already have. The site ran perfectly for me and I easily setup several profiles of CS 2 with each profile having different mods and switching between them was instant and worked perfectly.
Steam used to be the main place to play and buy games but times are changing and many companies are moving away from Steam and their fees and going to other platforms to host and sell their games. Most key sites like Humble Bundle used to only offer Steam keys but now those sites are offering keys that you can redeem on other platforms like Epic or Gamepass so you are no longer forced to only use Steam.
To the OP it might be that you are using Firefox and not the game because their mods are setup to be browsed and activated in game. I did not notice it downloading anything, I just clicked on add to current playlist and it instantly said added and it showed up in my playlist and worked perfectly in the game. I added a bunch of huge maps that on Steam would have been downloaded then installed but on Paradox it was instant. Try browsing in the game like it was designed and see if it kicks you out because I never got kicked even dl'ing several GB worth of mods.

lol EA, blizzard, ubisoft just came back to steam
They might be using it as one outlet to make a few bucks but they are not using it as their main source. Assassins Creed Mirage is only on Ubisoft and Epic. Now that Microsoft owns Blizzard I do not expect every Blizzard game on Steam because MS will be putting them on Gamepass to push their platform and EA already works with MS to develop games and you can play a lot of EA games on Gamepass free or buy them much cheaper than on Steam.
Not many are using Steam as their only platform like it was before all these companies started making their own launchers and offering subs and deep discounts if you buy directly from them using their launcher. My point was there are way more options today for gamers than just Steam so naturally companies are going to use other platforms such as Paradox not having a workshop for CS 2 on Steam and Bethesda is not supporting mods on Steam for Starfield.
