The list is smaller, hmm, is there even a list.
Yes, there's problems with garbage collection, trucks not making it, re-spawning, starting again, never making it and that kind of thing. The game is in a sorry state of broke ass unfinished and an incompetent mess.
Purely in-game issues, and the garbage is well known about, but, don't worry.
People have been talking about the garbage for some time and haven't yet figured out how to solve it or what to do about it, and it caused a lot of problems for a lot of people.

do you have districts zoned out and have trash facilities dedicated to those districts?
You have to create districts and select which districts these services operate in.
When you click a landfill for example, there will be a tab in which allows you to select which districts those garbage trucks will operate in. You also have to make sure you have the budget to allow for more trucks and drivers. Also, the higher budget and more districts, you have to add additional truck bays to expand the fleet.
This applies to any service building, police, fire, etc.
My oil industry is in a district. The only building inside that district where garbage is not being picked up is the oil drilling.
My farms are not in districts
You have to manage the districts they operate in.
If you don't zone out districts for you city services, you're going to get a buildup of congestion and other issues.
Draw out your districts, then manage which districts the services operate in.
For me, all of my industries are either in an existing city district or their own district.
I would recommend mapping out your city into districts and managing service buildings individually by their size and how much you have upgraded those service buildings.
For example, my police headquarters operates in about 10 districts, but I have the smaller police stations that only operate in maybe 2-3 districts. If I have an upgraded police station with extended garages, I may expand that station to operate in 3-5 districts.
Basically, consider the size of the service buildings, your budget for that service and the amount of districts and size of the districts.

What's the point if you have 250 tracks if only 30-40 are on? They can't fix it because it's deep in the ass of this game
I have tried this, for garbage and services like high schools. It does not work. Now despite the air pollution, If i place a recycle center and landfill close to the area witht the garbage issue, for me mostly high rise apartments, then it does solve the issue 80%. But its crappy to have to place these pollution things in dense areas. Just another broken issue. Like traffic AI. I have the max $2 billion cash so set all city serivces to 150%. And since I have so much cash, starting to build underground roads as bypasses under the city. Because - why the hell not.
Yes.... Follow the trucks as they leave the facility. They will always leave in one direction. Place your recycler so that when trucks leave they MUST go threw your farm. And so they MUST go threw your farm on their return to facility.
Not too sure then. I don't have any issues with garbage piling up, at least on the map I am playing on. My farming industry are on the opposite side of my landfill and garbage services and haven't had an issue with garbage piling up. I have my city broken up into about 7 districts, while I have a large landfill services all of them, I have my recycling center and incineration plant that is set to service my industries.
Keep in mind that service buildings have a max capacity for trucks. Even if you have a maxed budget, that doesn't mean there's going to be more trucks than what the service building can hold. If you have a single landfill servicing an entire city, even with a maxed budget, there just isn't enough trucks to service each district or the city efficiently.
This is why I have various service buildings servicing different districts to ensure each district is actually getting serviced efficiently.
I also placed my trash services buildings so the air pollution is being blown away from my populated areas. Important to consider wind direction when designing the layout of your city.
Of course i consider wind direction, but placing these things close to the garbage issue was the only workaround. I have a 450k city now. I have 6 maxed incinerators. 6 maxed recycle centers. industrial waste center and 3 landfils. most have only a few trucks operating with full employment and 150% max budget. It's bugged.
IDK. I am only at 73k population, so can't speak on services at a population of that size.
