High rise city is a possibility, have not played it personally but looks OK. Then again, the less is don't be fooled by looks of trailers or early gameplay.

You can play "Highrise City". Its a twin between Anno and Cities Skyline

Workers and Resources has two things going over High Rise in my opinion:

-- No grid building
-- Smarter logistics system
