and now I can only sugest switching CPU cooling to water cooling there is some cheap a little pricer than this cooling that you have.
edit. just checked my avatar goes up to 60c max on 4k. I have aio cooling.
My cpu sits at a comfy 60°C range even tho the gpu below it gets up to a crisp 96°C.. but it does that on many games.
85°C for Avatar seems a bit much too.. so I'd check first if all the fans are working as intended, pointing the right way and the fan curves are set up properly

I have been looking over your built setup and have a few minor questions.
How many additional case fans are you using and do you have any mounted in the top of the case?
In addition, the CPU cooler you are using is a good one for most gaming. But not CS2 at its current state because the game isn't optimized and will put heavy load on your CPU. Therefore, I would recommend switching to a liquid cooler by Cooler Master. Either 240 mm radiator or a 360 mm radiator.
I did check the setup of your system too. I have the same case so its more easy for me to check i think.
The case it self comes with 3 120 case fans. For your build its not enoug i believe. If you have the money for it i would change some things about your setup.
first take a water cooler. it cools in this case way better then your Cooler Master Hyper 212 Halo. Why? The cooler you use sucks in warm air so it is not cooling enoug.
second, i would place fans at the bottom of the case. In my case it are two 240 fans, place 1 at the back a 120 fan. and 3 120 fans at the top of the case. Place a water cooler at the side of the case.
a other thing i did see is your psu you have a Corsair 850w. checking your GPU its advised to have a 1000w psu.
If you did leave the setup of the case as it came its really not going to cool your system good enoug. The heat will build up in the case and the cooler will suck much of this heat in your cpu cooler and will not cool your CPU enoug. For a game pc i think even Hyte it self advise a water cooler for the system.
Update, i see there is a type of your GPU that is advice for 800w and one that is advice to have a PSU of 1000w. i am not sure witch GPU you have. So the PSU might be enoug. For your build.
Oops minor correction in reference to the GPU.
The AsRock Radeon RX 7900 XTX only require an 800w PSU.
Whereas AsRock Radeon RX 7900 XTX Phantom version require a 1000w PSU.
Yeah i did notice. i was not sure what version of this GPU it was. that is why i did a update about it.
The case is a beautiful case, but its not the best in cooling the system. I did do a lot of testing and came out that a water cooler and more fans did do the job.
For Cities skylines 2 my temps are around 65c for the CPU but there are peaks in the game that the CPU seems to go way over the top and the game crash without a warning. Sadly you never know when its going to happen. It can be after 15 minutes of playing time and a other time you play for 4 hours.
I understand and from what research I have done on the Unity engine with its features DOTS (Data Oriented Technology Stack) and ECS (Entity Component System) have me convinced that Colossus Order either wasn't given enough time to make proper use of these features and/or didn't know how to use them and they were forced to write workaround coding just to get the game to work.
In addition, I understand these 2 features DOTS and ECS if setup correctly would allow a game to generate huge amount of moving objects without put stress on your CPU and GPU as well. The that many are having performance problems is just more proof the game isn't coded correctly at all and I am afraid it will take CO many months to fix it. I even dare say it might take 6 to 8 months to get it fit right.
