This is the third time I've wiped out an entire subdivision!

It turns out, if you rezone back to the correct type, it will de-condemn the building.
But it's tricky work, especially if you're trying to distinguish between the various types of med dens res.
And yes, zones do easily lose connection temporarily when building or otherwise editing something nearby, even if it does not directly involve them.
