Remember terraforming is free and the fake quay or sea wall can be... goofy at times and time consuming
No doubt there will be a 'Various Walls' DLC released in the future.
For example; when they added specialized industry, it was very basic, then they got more indepth later on. Universities, airports, etc.
Id say somethings are just a work in progress. Which everything in the game now technically works. So its considered release, in stead of early access.
It took quite a while for the first game to get polished up. Even the game running slow was an issue with the first game at its release.
I do think they should have just labeled this EA, and then done a 'release' sometime next year.
They weren't a part of the original game in C:S1 either. They were added on a later patch, maybe with Mass Transit DLC? As a part of the free update. Probably something similar planned here.
Keep in mind that water has volume and gravity. If you're trying to quay a river, you may end up flooding part of your city, from displacing the water slightly. (slowly lowering the river seabed depth can help)
Set level about 5 lines higher, and run it along the inland side of the previous stretch, so there is a clear difference between the 2 levels. Slowly, create the road so half is on the higher level (inland) and half on the lower level (Beach). This creates the quay. After you are done, go back in with tool and lower the shore side to below water level. Is workable with practice, but small segments are key to get flat result.
