It depends - if you are capable of critical analysis then it's because you need to give them affordable housing and welfare.
If you're a deranged grifter though like Actual Justice Warrior - it's because of crime and you need to harshly penalise everyone and lock people up in jail with no rehabilitation efforts.
And if you honestly assert giving insane people houses and money will solve the problems that stop them from taking part in normal society, you are a naive child, or a deranged grifter yourself.

And yes, giving people with mental health issues shelter is a start. There also needs to be community support services. Putting people with mental health issues in prison or leaving them on the street won't improve society, it will degrade it.
People like you have a cognitive problem if you're looking at different management of people with mental health issues in society and figuring that not providing them services will improve society.
Depends on the crime, some people can't be rehabilitated, and should have the key thrown away... but instead people don't want to be responsible for such acts as keeping them locked up, so they let them out so they can repeat it again...
Teach a man to fish, and that man can still starve. Teach a man to exploit others to fish, and that man becomes wealthy and a business owner.
Throw it away to somewhere humane then. The only utility to prison is removing people from society - punishment is just a vapid subjective ideology to make people's fefes better.
Biggest issue though is putting people through what is intended to be a process where they're robbed of civil opportunities, introduced to other people also pariah'd from society and then sent out into the world with no job, in debt and expected to be functional in society.
It's literally contrary to any goal.
