Why cant we buy all the land?
I'm completely at a loss why we arent able to purchase all the purchasable land.... Huge turn off for my save game actually

I'm wandering why we need to buy the land in the first place. Sooner or later everyone who plays ends up with plenty of money to buy all the available tiles any way. There's no challenge to it. There's no entertainment in it. Why not just start the game with all the land available for zoning and get on with it?

It's in the game specifically as to not overwhelm a new player, and I'm assuming you can't buy it all so there are consequences to your choices.

That said, I wish we could at least edit highways and railways outside the purchased land.

You can buy 80%, and the maps maximum build area is 70 odd %,

Actually I wish the resource data was turned on initially so as to be able to better plan out a city initially. Drives me nuts that I have built up my nascent residential area over the one and only ore and/or oil deposit...

I am okay with the concept of adding tiles piecemeal.

Because a few over at Colossal Order are a little 'slow' and make poor game play decisions. That's why we have mods.

Because allowing players to do so officially would cause an endless amount of complaints from "regular" players.

There are mods that unlock these, but you really, REALLY do not want to pave over the entire map with city - the game engine simply isn't able to cope with this. If you DO decide to do it, you'll have to leave a lot of land untouched (roughly as much as the vanilla tile allowance), and use the newfound freedom to landscape and make a more "realistic" city region.
