That said, I wish we could at least edit highways and railways outside the purchased land.
I am okay with the concept of adding tiles piecemeal.
Because allowing players to do so officially would cause an endless amount of complaints from "regular" players.
There are mods that unlock these, but you really, REALLY do not want to pave over the entire map with city - the game engine simply isn't able to cope with this. If you DO decide to do it, you'll have to leave a lot of land untouched (roughly as much as the vanilla tile allowance), and use the newfound freedom to landscape and make a more "realistic" city region.
