Bulldozer not working

I have an issue where sometimes I cannot remove assets w the bulldoze. This has happened a few times. It has been tied to the bus routes. There was a bus stop and I could not delete a residential zone behind it. I also did have an issue with a train line over a road where I could not remove the line or the road or a combo of them. Any others with this issue? Maybe it's a bug or maybe I'm just missing something.

There's some odd clipping issues. Occasionally I get blocked placing trees due to the crane on a construction site.
