Air Pollution Problem
I have a whole Residential neighborhood that's having issues with air pollution. What can I do to fix it or get rid of it? It's not built near any industry parts of town

It doesn't need to be near industry, if the wind is blowing from industry towards the residential area. What does the wind map show?

The air pollution infoview will show you the spread of industry. You can build the Disease Control Center to decrease the effects of it rather significantly. Health Research Institute also helps with it's decreased disease chance.

Ideally, you need to relocate the neighborhood entirely and build industry in that direction.

plant trees
Either remove the neighbourhood or relocate the industry and/or buildings that are the source of the pollution. Those are the only options.

You can use the polluted areas for non-residential zones or building with no problems.

Look at your air pollution tab and see where the pollution is coming from. Then you can either move the residential buildings somewhere away from the air pollution or you can move the source of the pollution so that it's not polluting your residential areas. Whichever is your preference but you have to do one or the other.

so what im noticing is the trees dont work, its going on 6 months now in game time since i removed the industry and the air pollution is still a problem and has actually spread further into my city while having no industry up wind anymore

Actually, I noticed that for some reason, the only way I can hang on to low rent housing zones is to make sure there's some pollution around it. It's weird. If I'm too nice to low rent housing buildings, they get abandoned... lol...?

The pollution makes the third world migrants feel at home. I also make it a point to zone low rent near highways and under overpasses. Gotta give the cims what they crave.
Everything is working as intended. Carry on.

You need to wait a long time, but the wind will slowly carry the pollution away. It can take >1 years but if you check the air pollution view once in a while you'll notice it moving along
