Earning new milestones with every first load of my city?

It seems like every time I start the game up and load my city I reach a new milestone, despite not having been close to it before getting off of the game previously. Definitely seems to be a bug, though I can't really complain too much with it letting me unlock plenty of things early and buy way more room than I should have.

Darn, and here I thought I was just that good.

The workaround is as following:

1. Load the city (get the XP bump)
2. Reload the city without saving or exiting the game, just reload from the game menu

Sorry but I don't think that's the case? Opening the game shouldn't be leveling my milestone immediately every time, not to mention it's not a competitive game in any way- why would "participation medals" matter? Silly billy.

I've noticed this, but it just started for me tonight. I've also recently installed a few mods. The map I was on when this started happening is also a custom map. This was not happening in the city I was playing before. It didn't happen with vanilla, or with the mods in that city. Only when I went to a custom map with mods on is when it happened.
