Can't launch game without internet

I live in a rural setting and our internet is bad or non-existent! It seems that I cannot run the game without the internet - it won't launch. Any solution?

Drive to a town. Go to a internet cafe. Install the game. Once you update and install the game you should be able to play without internet. There is no required internet connection.

You can set steam to offline mode, you'll need to launch the game in online mode first (as with many games) then exit game and switch to offline mode for steam, should work.
