Taxis are some kind of public transport - and as long as you don't set up alternative public transport routes/lines (bus/train) to other cities, visitors come with taxis.
What you need to do is the following:
1) build a bus station close to the border.
2) create a bus line connecting the border with the bus station
3) create a bus line connecting the bus station with the city, preferably the closest bus / metro / train station

To reduce this you can build external bus lines (use the end of the external streets as waypoints) or passenger trains or let the game run some time after zoning new residential zones.
This is same with traffic jams arround new zoned areas, wait before you optimize traffic because the traffic to move in will reduce after some time.
