it has built in tutorials which tell you how things work, there is also an official wiki, you won't lose all of your money unless you really screw up, so I'd say it is friendly, but if you do have issues, there are many tutorials.

Tutorials will walk you through but beware, they won't teach you all of the things you need to really have nice success. You probably have to do planning for the future to have a city that functions well.

Definitely search for Road Hierarchy; I think that's the most helpful tutorial one can have for planning too.
