specialized industry not filling up jobs
i tried everything, lowering taxes, connecting it to public transportation, but it's just sitting there waiting for spots to be filled in

Two possible solutions, you haven't enough cims, build more residential.

Or, and probably more likely, the jobs may be a different education level than the majority of cims out of work. If that is the case, then you need to check your education, especially high school, colleges and universities.

You can find the spread of the cims, education wise, in the people tab.

The whole specialized industry was implemented so poorly. Imagine not having randomly generated resources in 2023.... Everyone's map will look the same because you are forced to build specialized industry in only certain areas. How can devs be so dumb..... Random generation is a decades old concept at this point.

Not entirely true. Some of the specialised industry does not need to be in a specific area. Livestock and stone are two of them

Well when snapping those populated areas vs non populated areas messes with the numbers available to be produced. The amount produced sure changes a lot when an area is populated...... Either way a lack of randomly generated resources is a huge flaw. When you have to start over on a map because of population cap, it gets really repetitive and draws away from replayability

This should be the answer:

Maybe a screenshot could give more information, because I've never had this issue.

Stop blindly following the RCI indicator. It gives you a demand breakdown for a reason.

Personally I don't. I check the cims in work and the available jobs - tbh I don't think the unemployment rate is too accurate either if you do the math. But, its a good indicator if you have issues such as jobs not getting filled. Along with the education levels of courser
