should solve issue , at least it ll make better than now. also never ever put any buildings' gates towards main artery roads. including RCI. i also suggest moving bus depot out of city,far away from industrial heavy traffic too.
have you tried turning 5lane asymetrical road other way, or you could try putting 6 or 8 lanes 2way road there
(note : all my suggestion based on current screenshot, tiny part of a city, problem might be bigger in general, including transportation lines. im not really on wild goose chase atm)

The one way streets were not helping, and now are either the normal streets.
Same issue with the bus station, they slow down so much when entering the station. These assets should have internal roads that we can connect to, so trucks and busses don't have to slow down for a 90° turn. Probably the same for airports and train stations. And when there's parking, cars should not use the same entrance and exit as the busses. Tbh the assets seem a bit sloppy and not that well thought out, but I need to use them more to figure them out better.
