The Subway Yard and the Train Yard
The Subway Yard and the Train Yard all have a maximum of 15 vehicles, as long as you give them the upgrade.

These two yards are almost identical in size.

However, the capacity of the vehicles that they can store are different.

A train can hold 840 people.
A subway car can hold 1080 people.

In this case, I believe that the Train Yard should have more vehicles, as once again, they are nearly identical in size.

Total Train Passenger Capacity per Train Yard: 840*15=1,2600
Total Subway Passenger Capacity per Subway Yard: 1080*15=1,6200

Difference: 1,6200-1,2600=3600

Now, how many more trains can fit that difference?
Well 4.(285714)* however, it is unlikely to get that exact value of trains, therefore, we can round down to 4.

*The value inside the parentheses are being repeated.

That is why I believe that the Train Yard should have the capacity of 19 trains. But since most players expect nice round zeros, this might not be that viable. Also, a capacity of 19 trains will not be exact, as the sizing comparison might not be perfect.

This is the case in real life. Subway trains tend to have a higher capacity than other trains due to longitudinal seating layout (as opposed to the transverse layout that exists on other trains).

^not to mention subway caters for passengers while train cater more towards cargo or mixed role.

I like your thinking, but if you want to start this way the discussion will be endless. To start with: a train should have a higher capacity of passengers in relation to a subway train imo. But everywhere around the world you have all kind of trains. Some trains are smaller, some are bigger.
