The incinerators and Cemeteries are all right next to bodies that go untouched for days.
Do not apply logic to this game, the devs did not program anything in any way a logical person like you would apply it.
It makes me wonder if they did any research on how cities run. Just look at the number of transit vehicles that can be dispatched from any depot and then go look at your nearest bus or train yard in your own city.
Everything is out of whack not just Hearses.
I have followed many of them as well as all the other stupid service vehicles. they all work the same way except garbage now.
And just like garbage needs to be fixed the same way.
in short, you want to have around a 2x or even 3x surplus of body handling capacity vs death rate.
you may want to increase it even further if you want to minimize the amount of hospitals and fire services. or if you have very poor traffic management.
I have additionally noticed that if you reduce the operating budget to 50%, they seemingly wont send out any hearses at all.
I'm not 100% sure but i think this has to do with time of day, the employees just dont give a f at night if they are getting paid nothing. I dont advise ever lowering your budget under 100%

damn, my favorite answer to every problem in this game. You just don't understand it, that's all.
how do you know if it works as you described? even if you have right. why design the game in such a way where you need 2-3 times more power to make it work? it does not make sense
After all, his death rate, creamatorium and cemetery capabilities should be able to handle it. But over 4k deaths per month? that's about +130 per day. and city crematorium itself has 6k per month of power.
I don't like the argument "in real life", but I will use it here to simply show how absurd these numbers are in the game
his city does as much in a month as my real 500k city does in a year
