The game is borked. You can have NO outside connections from the start and still end up a Megalopolis in three days. You can play without any two or three residential zones. Just don't use them. You can use only one size commercial zones. You can ignore all food and production and specialized industry and everything will go fine. No buses, no taxis, no trains, no planes, no trams, no subways, no problems - megalopolis in about eight to ten hours of gaming.
There is no way to lose money. The 'subsidies' will kick in and cover any amount you spend. Go ahead, spend everything, and wait until your subsidies come in. The more you spend, the more the subsidies will be. Plus the game throws even more money at you through levels. Money, money, money! It's like a socialist utopia - money is free.
Watch your finances closely and you'll see that your gauge says you're losing money, but there's always more money. CO can't even do math with a computer.
