Heavy traffic ban useful?

I invested in public transportation but still many people use their own cars which causes traffic jams, will heavy traffics ban and side parking fees reduce the jams?

heavy traffic ban should restrict trucks and parking as far as i see just makes civs park less and generate extra revenue. heavy traffic ban should reduce traffic. best way to recuce traffic would be a good road hierachy. make good collectors and give possibility for people to walk to bus(public transport) more easy. i have not yet tested this out but maybe if you add taxed side parking and then make a decent parking lot next to the bus stop that could work.
