Report a translation problem
My theories are awful traffic (or industry is too far from buyers) and high land value,
Build the industry far away from the population center, close to connections (not outside connections, rather highway/cargo terminals) and material production zone. For commute reasons you may need some mass transport between populatio center and industrial zone.
Probleme resolved
Weird, these needs are actually pleased. But for some reason all the roads turn to negative zoning. I feel like the poluttion created by themselfs makes them not wanna be zoned anymore.

High land value caused by leveled up industry. Nothing you can do except waiting for a patch that changed the land value problem. (or reset the land value in dev mode) Right now industry leveling up will increase the land value in its area to a level that is so high, that no low level/new zoned industry can exist next to it.
