I have seen jobs for uneducated also in offices. Not many so. So I suppose almost everywhere are a few jobs for them. But any business would also need some more educated cims to function I suppose.
The game moves pretty quick. For example elementary kids graduate in about 6 months which means 6 months in game is about 3-4 "real-life" years, so yes, people grow old pretty quick in this game so your uneducated problem should go away pretty quick from old age :)
Probably not the answer you were looking for. I wish we had "adult" schools for those that missed elementary etc to catch up later in life. Not sure what such a school is called in English though.
