Anybody who has played "Crossout" knows how a vehicle frame feels without wheels.
After my city grew a bit I couldn't get a bare minimun of 60fps anywhere, sometimes it would fall below the unbearable state of 30fps.
I run it fine on an i7-12700 with an RTX 3060 and 16GB RAM.
Mt experience with the game,

setting graphics to maximum everything
1st minute - Map screen menu look, disappointment and disbelief
2nd minute - Crap in-game graphics look and noticing nearly no artist map landscaping
3rd-5rd minute - Changed from maximum to worse graphics settings, graphics looks even more worse than on max settings
6th-7th minute: Clicking through UI to see players build options
8th-9th minute - Yaw drop disbelief + tricked fraud feeling
10th minute - AltF4, deinstalled
But if you go into the options and simply turn 60 fps back on it feels like a huge cloud is lifted from your head, eyes, and shoulders, it's a sensation close to removing a stone from your shoe that's been hurting you for days, simply looking at a static menu, and the fluidity of motion of a mouse pointer makes all the difference. It's insane relief.
30FPS is not acceptable anywhere.
I don't expect too much - but I can at least try the features and familiarise myself with the game. The slow speed of the cars and cims is actually quite soothing. the build time for a building is relatively more realistic. I've left all graphics at (Globally High) for now.
Currently at a very basic Tiny Town with 3600 pop. Its enough to start with. Maybe upgrading system in months. Will see how the optimisation and other improvements progress to guide HW decisions.
Though to be honest the game does not look that much better in high.
CS1 would be a better choice, if you do not have it yet.
