I refunded flop Payday3 1 day before release and refused a free game key offer on launch day.
Would not play this CS:2 game for free, but will recheck the game on the day it rains candy floss.
BTW -80% was the purchase price of Steam users residing in Argentina, on launch day.
It is currently 10% off for the game.
Deep discounts of any product occur only when a product's sale are low and/or about to be replaced with a newer product, and considering we are just fresh off the release date I assume the game is still selling well, so expect deeper discounts only after a while.
Selling well? Then where are the players? CS1 currently has slightly more in-game than CS2, and they’ve remained close for a few weeks.

One fact is not directly related to the other. Maybe many players who bought CS2 are taking a break, waiting for patches, quit and cannot refund the game - lots of threads about this - etc.
Myself I am not playing this game that much, more because of time competition with other games rather than strictly due to issues with the game itself.
It does help CS1 has a solid mod base for one to fall back and CS2 is just starting.
Again, that was an assumption, based off general business/sales practices - sales are typically stronger post-release, and businesses avoid discounts in this period - though a well founded one based from what I have read in gaming media about CS2 sales.
CS2 effectually cancels out the options offered by the CS1 Industries DLC. For me that is an absolute No Go.
With out Industries DLC and Cross the Line Mod I don't need CS2 at any price.
