Everyone has been so negative about this game but you know what what after playing for a solid 4 hours I don't see what the issues are that people are having. The graphics look fine, I think people are expecting too much. It's a city builder with crazy cool features that have been added that were either dlc last time or mods. They listened to what people wanted and added the stuff people asked for. If you enjoyed City Skylines you will enjoy City Skylines 2 it's awesome and the graphics are great people are just expecting to much realism and yet complain because it won't play on their computers. You can't have both either you have a crazy cool game with amazing graphics that makes your computer go brrrr or you get awesome graphics and are able to play it on your computer. I played it with a 1090 and it ran smooth as butter. If you have issues change the video settings that's what they are there for, I will say the only issue I had was connecting pipes was a bit difficult because I couldn't tell which plane I was attaching the pipe to but that was minor and I had fun. If you like city builders you will love this.
I guess OP meant the AMD Phenom II X6 1090T CPU.
He never referred to a GPU.
I don't want to live on this planet anymore.
