Only water facilities that are away from a road, or another part of the network that is separated via highway from the water facilities need connecting.
Same for power. At start you need to build a transformer by a road, then use high voltage line to connect it to existing connection to map edge. That's it.
Removing underground stuff, press B for bulldozer, and then select underground view from the pop up.
Freeways and highways don't naturally have power or water/sewage connections so you have to either upgrade the freeway to have lights, which allows power flow through the upgraded sections. You can use that to help funnel power to different areas of your city if they are separated by highways/freeways. For water and sewage you need to lay pipes down manually. Make sure to connect them to another existing pipe network so it connects properly. It might look off centered but you'll be able to tell it's connected by a small pipe that connects up from the yellow into the other yellow line, same for blue.
Destroying is the same process. If not associated with a road, go in underground view mode and use the bulldozer.
