no, they just walk where ever they want i guess, even on crossroads that i canceled the crosswalk on one side the pedestrians keep crossing , it looks like a feature gone wrong , some times they walk some times they run.. it makes managing traffic a real headache ..
and another thing ..i don't understand if they made the shift to lane based roads instead of nodes why not let us manage lane directions and instead we can only manage the entire entrance to a crossroad
thats realy stupid im sorry.... the game is about management , if you cant manage the pedestrian movement then whats the point of the game
They are walking across the highway just like any desperate person would given no other oportunity.
The simulation is designed to suggest the mayor to put in a pedestrian overpass so fewer bodies get splattered and gnarly up traffic.
I also had the problem early on in my 500k city and took the same approach my municipality takes when too many people get killed crossing the freeway.
In my city everyone benefitted by better traffic and a walkable city sprung out along with it.
i have a raised highway in my city center and pedestrians are walking up the ramps to walk on the high ways ... that's not a logical game mechanics
There's a mechanic that wasn't in CS1 where car despawn seems to release pedestrians it was holding onto the road. So if you have a jam on a highway for too long, then cims just straight up get out and walk.

Its labeld "As Designed"
If you remove a pedestrian crossing, people will still run across the street.
This wouldn't be a problem if, like in real life, it didn't happen often.
In a district with 68k people, it's really annoying when 20,000 of them just run across the street in places where there are no pedestrian crossings.
They don't care whether there's a truck, bus or tram coming.
Even if I create paths specifically for pedestrians, they prefer to run across the street
