Fire station - the fire is in a neighbouring block. I have no fancy road system, just a simple grid, no reason whatever why a fire engine couldn't get there. No divided roads, no traffic jams, even.
Good point about the police station - I have one of those too, and there are no police cars anywhere either. My city is in its early stages, still getting established, but I do sort of expect the buildings I place to be functional!
I know the service area of the fire station is large enough to cover my entire city in theory, but in practice - having seen how long it takes for the trucks to get to a fire virtually next door - I'm not convinced I don't need them peppered all over my industrial zone, like in CS1. By the time an engine is dispatched to the furthest corners of my city, there will be no building left, and several others will probably be on fire, too.
Oh, I now have 3 police cars on patrol - though I can't actually see any. Perhaps it just takes a week or two for all the emergency services to respond?
