Make sure these transit lines have stops where your taxis would otherwise want to go.

Also, the closer the city to the map border, the worse the situation seems to become.
It seems, (outside) taxis need to be rebalanced, they should be the most expensive way of transportation - as they are in real life - and therefore the ones to be least used, especially for long distances..
I guess the only real solution to the masses of taxis from outside the city is to cut off all roads to outside the map and let all exchange to outside happen only via trains, planes and ships.
Literally this is the issue. I put up bus lines to the outside road connections and to where all the taxis were going and they literally disappeared.
