As you progress through milestones you will receive large grants of cash and this will help offset negative city revenues.
The key thing is to grow your economy. Build specialized industry to satisfy demands for raw materials and build schools. These will (eventually) help your economy level up as businesses profit and your citizens wealth grows.
You can also lower tax rates for certain types of residents (i.e. educated cims) so they are more likely to move into your city and support higher paying businesses.
It takes significant time for wealth and education to increase, so be patient. Even at sim speed 3 it takes > 10 hours to educate a cim.

Its nothing like that. I have everything that is needed for the city to continue to want and demand more and more residents, business, and industry. Including the farms and others. They keep demanding more and I keep giving them more but what is happening is in the Tax Tab, it is showing ZERO for each and every thing but residential, as if I have none of those services at all when I do.
Yes it is nearly quite like that. Its almost as if they do not want to pay them even though they are in a normal bracket range. Its very odd that even the industry zone is showing ZERO tax's gathered yet I have a good amount of industry for the city.
That would explain it, except the fact that both my forest and my farms have so much goods that it is exporting the access amount for each one. Nor would it explain how they are constantly wanting more business, more industry, and more residential.
After transporting goods, paying rents etc. they still may not have enough money to pay taxes. It isn't automatically guaranteed from just large production. Somebody has to buy the stuff, so that company makes money. Have you tried reducing taxes for the industry?
It takes a while to see the effect, so try again dropping them to 1 or 2% for few months. Then if that doesn't seem to do anything, pull them to -10 to subsidies. If that still shows 0, then there is certainly something wrong in your game. Pics also would help. You're the only one who I've seen complaining about 0 taxes.
I will try that and see if I can’t get the photo for you. I’m hoping what you’re suggesting works.
It's not clear to me whether it's a display bug (the taxes are actually there and being collected but the budget panel is broken) or an economy bug (industry is actually generating zero taxes).
I've heard at least one other person report this. If you want to get traction on a bug report the recommended way is to post on the official CO forums.
