All that being said, I have a complaint bubble on my city hall that says it has no pedestrian connection. I have a pedestrian path running around the entire building, so the complaint doesn't make sense.
it should still let you place it, that message just won't disappear until you've attached a road to it (The snapping tool does that for you)
Probably too steep a hill where the "entrance" to the building's "footprint" is. I get it sometimes with houses but if you look REALLY closely, you can just see where they would enter is in a ditch, or is blocked by a really steep piece of land.
It's clearly a glitch, because the land should be flattened when the building is placed, but atleast you can see the reason LOL
Oh but it does export. Always has. It's just that you need loads of surplus and more than 400 tonnes in storage from your own production, and not imported stuff. I send coal out on every other ship, as that's the only thing I got substantial surplus on.
After plopping it down, make a road in front of it with "snap to buildings" enabled on snapping tools and make sure road goes across the whole front, from end to end on the harbour. Job done.
