How do I build / place a harbor with a proper road connection?
I am unable to build / place harbor as it keeps telling me 'Road Required'. I've tried building a long straight road, flatten the terrain, and am right next to a ship lane / seaway. The harbor easily fits within the length of the road. The harbor is blue and green and looks like it can be placed down. No red. Everything else is happy as well. But for some reason, the harbor doesn't like the road connection. I've tried so many different ways of shaping the terrain by making it shorter / farther from the road and adjust the height of both the above and under water terrain. I am at the point that I just can't place a harbor down. Any ideas on what I could be doing wrong?

Build the harbour, then build a new road with the snapping tool enabled, which will snap the road to the harbour.

When attempting to build just the harbor on a shoreline without a road, it still gives me the message 'Road Required'. I am still unable to build a harbor.

I wouldn't bother yet as it won't export anything and is just a very expensive money dump.

What if someone were to want to invest in an expensive money dump? How does one go about placing a harbor?

When placing my harbor I had to level terrain quite a bit to get it to work properly, but it did eventually work. Make sure your road travels the entire length of the harbor, since there are multiple places for trucks to enter and exit. Also, make sure there are no retaining walls built on the road side facing the harbor, as these will block access.

All that being said, I have a complaint bubble on my city hall that says it has no pedestrian connection. I have a pedestrian path running around the entire building, so the complaint doesn't make sense.

it should still let you place it, that message just won't disappear until you've attached a road to it (The snapping tool does that for you)

Probably too steep a hill where the "entrance" to the building's "footprint" is. I get it sometimes with houses but if you look REALLY closely, you can just see where they would enter is in a ditch, or is blocked by a really steep piece of land.

It's clearly a glitch, because the land should be flattened when the building is placed, but atleast you can see the reason LOL

Oh but it does export. Always has. It's just that you need loads of surplus and more than 400 tonnes in storage from your own production, and not imported stuff. I send coal out on every other ship, as that's the only thing I got substantial surplus on.

To place the harbour: Flatten the ground, make a straight coast line. Place the harbour slightly further back from the shoreline, so that it's not outlined in red and it shows two blue icons for ships. Click and plop, no road required for this. It is just a notification saying that the building needs road, but it doesn't have to be placed on the road.

After plopping it down, make a road in front of it with "snap to buildings" enabled on snapping tools and make sure road goes across the whole front, from end to end on the harbour. Job done.
