"No water" - so when you choose a map, none of them has any water in them?
"Everything turns black when selecting the road tool" - what exactly goes black, your whole screen?
"Terraforming" - that sounds like you have some underground piece of road there, try and switch to "Underground view" and then bulldoze whatever is there.
On and end note, the reason "no one knows" how to fix those bugs, well I for one havent experienced the 2 bugs youre referring to, while the third one as stated above, doesnt sooundl ike any bug, but just something you put underground which prevents you from lowering the terrain above it.
The "black" thing sure sounds odd and sounds like a bad gfx driver or something, maybe try and do a complete uninstall of your graphics driver and do a fresh install of the latest stable version?
When terraforming and using the "level" tool, it does work how you say, meaning im not sure its actually bugged, I think it just works counterintuitive.
When you level, it samples the height of the terrain as you press the mouse btn, then as you move in any direction, it levels the terrain to that sampled level, HOWEVER move it a tad too fast and it resamples the terrain and starts using a new height.

Uninstall, clear all folders, update your OS, update all drivers, reinstall.
I doubt that there are no rivers, there is no sea and there are no groundwater ressources.
However, digging holes in dry areas even to the lowest point does not mean you get automatically water. You won't even see water if you dig those holes in areas with groundwater.
If you dig a hole and want to have water in it, it has to come from somewhere, either by a river or one of the more or less hidden water sources (which cause a lot of trouble with many players...as you can see when you search discussion for flooded cities)

Agreed, too much time spent terraforming and it never looks good. Spend most of the time on this part which causes lost of interest in playing. It does not matter how strong or weak the brush strength this, it's never even and city looks awful with sunken buildings.
